Claim 1 (independent)
A user equipment in a wireless communication system, the user equipment comprising: a communication module; and a processor configured to control the communication module, wherein the processor is configured to: receive a plurality of physical downlink control channels (PDCCHs); transmit a hybrid automatic repeat request acknowledgement (HARQ-ACK) codebook on a physical uplink control channel (PUCCH) resource associated with a last PDCCH among the plurality of the PDCCHs, wherein the last PDCCH is defined as a PDCCH satisfying: (i) PDCCH received in a cell with a highest index among one or more PDCCHs, which are received from a latest start time among the plurality of the PDCCHs, and (ii) based on at least two PDCCHs satisfying the (i), one of the at least two PDCCHs received in a control resource set (CORESET) with a highest index.

Primary target: TS 38.213 v16.17.0 (Rel-16) §9.2.3 — UE procedure for reporting HARQ-ACK, which fixes the PUCCH resource from the last DCI format and orders detected DCI formats, together with TS 38.211 v16.10.0 §7.3.2.1 (physical downlink control channel), TS 38.213 v16.17.0 §9.1.3.1 (occasions indexed by start time) and TS 38.331 v16.22.0 §6.3.2 (coresetPoolIndex). The chart is written against Rel-16: the ordering by serving cell index and then PDCCH monitoring occasion index (L5) is present from Rel-15, while the CORESET-level ordering on which L6 reads (first-pool CORESETs indexed before second-pool CORESETs, with coresetPoolIndex) is absent from the last Rel-15 text of §9.2.3 and present in Rel-16. NR is charted because the claimed control resource set is an NR concept; the LTE specifications contain no such text. The branch mapped is the indexing of detected DCI formats within a serving cell when the UE is provided coresetPoolIndex 0 for first CORESETs and 1 for second CORESETs together with ackNackFeedbackMode = joint (L6); L3–L5 hold without that condition. The wording of TS 38.213 §9.2.3 differs in Rel-19, so this chart does not carry over word for word to the latest release; the other cited clauses read the same in Rel-19. This is a first screening, not a legal opinion.

Matching colors mark corresponding elements between the claim and the standard. An underline in a screenshot marks the text the mapping rests on.
A user equipment in a wireless communication system, the user equipment comprising:
a communication module; and

a processor configured to control the communication module,

wherein the processor is configured to: receive a plurality of physical downlink control channels (PDCCHs);
The UE monitors PDCCH candidates in the configured search space sets, i.e. it receives the physical downlink control channel, a channel made of one or more control-channel elements (TS 38.213 §10.1; TS 38.211 §7.3.2.1).

transmit a hybrid automatic repeat request acknowledgement (HARQ-ACK) codebook on a physical uplink control channel (PUCCH) resource associated with a last PDCCH among the plurality of the PDCCHs,
The HARQ-ACK information bits correspond to a HARQ-ACK codebook, and the UE transmits the corresponding HARQ-ACK information in the PUCCH (TS 38.213 §9.2, §9.2.3). The UE determines a PUCCH resource for that transmission (TS 38.213 §9.2.3, §9.2.1) from the PUCCH resource indicator field in the last DCI format among the detected DCI formats indicating the same slot, each detected in a physical downlink control channel reception.

wherein the last PDCCH is defined as a PDCCH satisfying: (i) PDCCH received in a cell with a highest index among one or more PDCCHs, which are received from a latest start time among the plurality of the PDCCHs, and
The PUCCH resource follows the last DCI format of the detected DCI formats. Detected DCI formats are first indexed in ascending order across serving cells indexes for a same PDCCH monitoring occasion, and then across PDCCH monitoring occasion index values, occasions being indexed in ascending order of their start times (TS 38.213 §9.1.3.1); each detected DCI format sits in a physical downlink control channel reception. So the last one is in the highest-index cell of the latest occasion. Narrow reading: §9.2.3 does not say whether the cell index is that of the cell carrying the PDCCH or of the scheduled cell, and words the ordering by occasion index, the start-time wording being in §9.1.3.1.

(ii) based on at least two PDCCHs satisfying the (i), one of the at least two PDCCHs received in a control resource set (CORESET) with a highest index.
For indexing DCI formats within a serving cell for a same PDCCH monitoring occasion, if the UE is provided coresetPoolIndex 0 for first CORESETs and 1 for second CORESETs and ackNackFeedbackMode = joint, DCI formats from the first CORESETs are indexed prior to those from the second CORESETs (TS 38.213 §9.2.3; TS 38.331 §6.3.2: the index of the CORESET pool for this CORESET), for the detected DCI formats of the same physical downlink control channel receptions. Only the highest pool index is tied to the claimed highest index; the standard does not tell apart two CORESETs of one pool, and this holds only when both pools are configured with joint feedback.

Overall assessment
L3–L6 map to the standard.
