Claim 1 (independent)
[a] A method for conveying measurement information from a terminal in a first communication system to a second communication system, characterised by the steps of: [b] converting a plurality of downlink measurement values associated with said first communication system to a plurality of down link measurement values for said second communication system; [c]comparing said converted plurality of downlink measurement values with at least one threshold measurement value; and [d]if at least one of said converted plurality of downlink measurement values exceeds a predetermined threshold measurement value, sending said at least one of said converted plurality of down link measurement values on a control channel to a control node in said second communication system.

Primary target: TS 45.008 (GSM/EDGE Radio subsystem link control) at Rel-8, v8.16.0 — §8.1.5.1 (UTRAN FDD measurement quantities; the measured value replaces RXLEV in the measurement reports), §8.4.1 (measurement reporting for the MS) and §8.4.7 (additional cell reporting requirements for a multi-RAT MS) — read with TS 44.018 v8.17.0 §3.4.1.1, §3.4.1.2 and §10.5.2.20 (the measurement report on the SACCH and its contents), TS 45.001 v8.1.0 §2, TS 25.133 v8.20.0 §9.1.1.3 and TS 48.058 v8.0.0 §4.5. TS 45.008 §8.1.5.1 and §8.4 are the places named in the ETSI declarations for this patent family; each was read and passed the same checks as every other clause.
Release: Rel-8 is the earliest release in which these specifications could be checked and the cited wording is already present in it, so Rel-8 is a lower bound for the first appearance (earlier releases were not available to compare). The wording of TS 45.008 §8.1.5.1 and §8.4.7 differs in the latest release, so this chart holds for Rel-8 only.
Path: the default flow, in which a multi-RAT mobile station in dedicated mode reports UTRAN FDD cells in the MEASUREMENT REPORT message — not the ENHANCED MEASUREMENT REPORT message, which the mobile station uses when the parameter REPORT_TYPE indicates it. A reading in which a UE in UTRAN reports measurements of another system to the UTRAN runs in the opposite direction and is not charted.

A method for conveying measurement information from a terminal in a first communication system to a second communication system, characterised by the steps of:
Context — the claimed conveying sits in the dedicated-mode measurement reporting of a multi-RAT mobile station: the mobile station assesses during the reporting period and transmits to the BSS in the next SACCH message block, and regularly sends the MEASUREMENT REPORT to the network. Those messages contain measurement results about reception characteristics from the current cell and from neighbour cells; for cells of UTRAN FDD the measurement quantities are CPICH Ec/No, CPICH RSCP and RSSI.

converting a plurality of downlink measurement values associated with said first communication system to a plurality of down link measurement values for said second communication system;
The downlink quantity measured on a cell of UTRAN FDD, CPICH RSCP (reported over a range mapped to 0–63), is converted into the reporting scale of the GSM measurement report: the measured value replaces RXLEV, so the RXLEV-NCELL field of the report to the network carries it for a 3G cell. The standard words the conversion passively ("The measured value shall replace RXLEV in the measurement reports") as the mobile station's reporting rule for UTRAN FDD cells.

comparing said converted plurality of downlink measurement values with at least one threshold measurement value; and
In the multi-RAT reporting the mobile station applies FDD_REPORTING_THRESHOLD to the reported value of each UTRAN FDD cell: only cells with a reported value equal or higher than it are reported. The value compared is the RXLEV-NCELL field value that the standard calls the reported value (the best cell is the cell with the highest reported value).

if at least one of said converted plurality of downlink measurement values exceeds a predetermined threshold measurement value, sending said at least one of said converted plurality of down link measurement values on a control channel to a control node in said second communication system.
A cell whose reported value is equal or higher than FDD_REPORTING_THRESHOLD (the parameter the network sends to the mobile station) is reported; the point of dispute is that the claim says "exceeds" while the standard says "equal or higher than". The mobile station then transmits the RXLEV-NCELL field value to the network in the next SACCH message block, and the TRX reports the measurements to the BSC. Reporting of UTRAN FDD cells presupposes the parameters the network sends (3G neighbour cell list, XXX_MULTIRAT_REPORTING, the threshold).
